论近代川边治理与国防安全：从赵尔丰到刘文辉

风云激荡的近代“川边”，历任主政者的川边治理成效殊异：赵尔丰籍“平康三策”，锐意进取，开拓出广阔的川边境域，成功践行“固川保藏”方略。尹昌衡藉个人英雄主义维持短暂的绚烂；其后走马灯式的镇守使无法掌控川边局势，失地溃败；颇具政治韬略的刘文辉，妥善处理民族关系，稳固川边，促使西康成功建省。34年的川边治理为现代西南边疆治理留下了鲜活的经验教训，川滇藏结合部需要新的边疆治理统筹。     

Women,ageing, and Hip Hop: discourses and imageries of ageing femininity

Abstract

This article investigates how discourses of ageing femininity are constructed and negotiated amongst females in Hip Hop. Through the analysis of narratives and imageries constructed within the music and videos of rap veteran Missy “Misdemeanour” Elliott, press responses to Missy’s work and comparative accounts of other prominent female rappers’ performative strategies, this article explores some of the ways that female artists are responding to socially gendered notions of ageing in Hip Hop. I argue that Hip Hop females are in some cases using Hip Hop as a vehicle for subverting age narratives that are commonly associated with ageing femininity. Murray Forman’s concept of “age-representing” is brought into dialogue with representations of ageing Hip Hop females to support this analysis. The writings of Ros Jennings and Abigail Gardner are also drawn on to form a supportive framework by offering comparative accounts of female ageing in other popular music sub-fields. This article aims to contribute to the growing feminist critique of ageing and popular music culture.     

New evidence about effects of reproductive variables on child mortality in sub-Saharan Africa

There is still considerable uncertainty about how reproductive factors affect child mortality. This study, based on Demographic and Health Survey data from 28 countries in sub-Saharan Africa, shows that mortality is highest for firstborn children with very young mothers. Other children with young mothers, or of high birth order, also experience high mortality. Net of maternal age and birth order, a short preceding birth interval is associated with above average mortality. These patterns change, however, if time-invariant unobserved mother-level characteristics of importance for both mortality and fertility are controlled for in a multilevel–multiprocess model. Most importantly, there are smaller advantages associated with longer birth intervals and being older at first birth. The implications of alternative reproductive ‘strategies’ are discussed, taking into account that if the mother is older at birth, the child will also be born in a later calendar year, when mortality may be lower.

新时代网络空间意识形态话语权呈现出话语主体多元化、话语载体多样化、话语内容复杂化的新特点，也面临着国内网络空间意识形态话语权争夺日益激烈、国际网络领域西方意识形态话语权渗透交锋不断、我国网络空间意识形态话语权建设应对乏力等新挑战。要掌控新时代网络空间意识形态话语权，就必须提高话语主体素养以引导网络意见领袖发挥正能量，拓展话语载体多样性以提升主流意识形态话语权的影响力，坚持话语议题守正创新以打造社会主义意识形态优势话语，推进话语表达方式转换以实现中国话语标准的“国际化”。     

中国传统行政的善治理想及其现代影响——以黄宗羲为例

中国传统行政理论在长期发展中积累了丰富的内容,形成了完整的理论形态,并在明清之际达到了它近乎顶峰的极限状态,黄宗羲的善治理论就是它在这个阶段的重要代表。黄宗羲视域中的善治在内容及方式上,都延续了儒家传统主流观点。它在内容上首先要求圣王,即唯有圣王才能以“不忍人之心”行“不忍人之政”,所谓善治实际上就是“不忍人之政”;其次它还将善治的具体内容确定为养民与教民,“养民”就是使民足以事父母及畜妻子,养生送死无憾,“教民”就是用圣王学说教育民众,使民衣食住行都合乎礼;再次它还主张治理目的是使民皆“至于至善”和“止于至善”。中国传统行政理论的善治理想在现实中还有强劲的生命力,它既表现为行政的强烈伦理导向,又表现为一种主动作为的积极政府观,还表现为一种彻底的以人为本的人文主义。     

Assessing the Gender Invariance of the Modern Homonegativity Scale

The measurement invariance of the Modern Homonegativity Scale (MHS) was examined among heterosexual female (n = 449) and male (n = 329) university students who were predominantly Mexican American. The MHS demonstrated full invariance of factor loadings and partial invariance of latent intercepts. At the latent mean level, heterosexual men compared to heterosexual women held more negative attitudes toward both gay men and lesbian women. There were no latent mean differences in attitudes toward gay men and lesbian women when rated by either heterosexual men or heterosexual women. The MHS can be used by heterosexual men and heterosexual women to assess their homonegativity.

大数据与微时代： 虚拟社会公共服务体系的双重建构

大数据与微时代引发了虚拟社会的多重变革，新的服务理念和服务模式呼之欲出，虚拟社会公共服务的走向、模式、内涵正在发生深刻变化。但是受到推送途径、参与机制、数据基础、保障措施等因素的制约，虚拟社会公共服务的质量和效率相对有限，其体系面临着解构与重构。大数据与微时代是当前虚拟社会公共服务体系建构中不可或缺的重要因素，通过培育公共服务精神、推进虚拟社会公共服务均等化发展、强化多元参与主体间的良性互动、完善虚拟社会公共服务体系建构秩序等途径，科学、合理地对其加以运用，将会有效助推虚拟社会公众服务的不断创新和发展。
